Tax Department
The County and Town taxes are sent out the end of December and are due January 31st. This tax bill covers from January thru December of the current year. The School taxes are sent out the beginning of September with the due date varying from year to year depending on when they are mailed out. Thirty days are allowed for the collection. The School tax bill covers from July 1st of the current year thru June 30th of the next year.
County, Town and School Taxes for the town of Salina are collected at the Receiver of Taxes Office, Rm109, 201 School Road, Liverpool, NY from January 2nd thru March 31st and September and October payable to Town of Salina, Receiver of Taxes. After March 31st all delinquent payments are made to Onondaga County Chief Fiscal Officer, 421 Montgomery St, PO Box 1004, Syracuse NY 13201-1004.
Regular office hours are Monday thru Friday (excluding holidays) 9:00 am to 4:30 pm. There are extended office hours on the due date from 8:30 am to 6:00 pm.

Yes. The first partial payment may be any amount and must be paid on or before the due date. There may be four payments for County & Town taxes and three payments for School taxes. Each payment after the due date must include current penalties due, only on the tax amount being made. No partial payments may be accepted on properties with delinquent taxes, unless in a current installment agreement at the county. All payments made after the close of collection at the town have to be made in full at the county.
Yes, we accept US Postal postmarks, Fedex, Airborne, UPS, Brown and DHL. Mail postmarked with the due date is accepted. Metered mail DOES NOT constitute a postmark.
According to the current law it would be late as it could not be postmarked on the due date. Online banking gives the number of days it takes to process the payment. Leave enough days for the payment to be in the office on or before the due date as the envelopes do not come postmarked and are not accepted.
The tax rates are calculated annually. The school tax rates (library included), may be multiplied by the assessment to attain the full tax amount. The County and Town tax rates vary as there are special districts on the tax bills. Each area has its own special districts and there are different tax rates inside the village and out. Bills may be calculated at our office.
Yes. Section RPTL S922 (Real Property Tax Law) states the failure to mail any such statement, or the failure of any such owner to receive the same, shall not in any way affect the validity of the taxes or interest prescribed by law with respect thereto.
Planning and Development
The Zoning Ordinance does not permit a home occupation. The Zoning Ordinance defines a home occupation as: A nonresidential activity customarily conducted within a dwelling unit, in which clients or customers are allowed, expected or encouraged to visit the premises. Therefore any activity that would involve this activity would be prohibited. A good rule of thumb; if your neighborhood is impacted by your home business activity, it is probably not OK.
Building permits are good for 12 months, however work must start within 90 days after the permit is issued and not lapse for longer than 90 days; permits can be renewed for periods not to exceed 6 months.
A building and zoning permit is required by the Town Zoning Ordinance. We inspect the tenant space to verify that it is still in compliance with the Zoning Ordinance and the New York State Building Code and that no changes have been made that would interfere with safe exiting or become a fire hazard. We then issue a Certificate of Compliance for the new tenant. Insurance carriers and bank are increasingly requiring Certificate of Compliance for tenants.
Yes a permit is required to build a fence. Additionally the fence must be placed so that the finished side is facing outward; the Zoning Ordinance also addresses height, type and location of fences.
You must fill out a building and zoning permit application. It must be accompanied by 2 sets of scaled drawings showing how the structure is to be built. Pools obviously are exempt from the requirement of scaled drawings. Sheds, if pre-built, can be accompanied by the manufacturer's literature illustrating the construction. We also need 2 plot plans of the property lines and the dwelling. If you do not have a plot plan or survey of your property we may be able to help you. If you or the previous homeowner has applied for a building permit within the last 10 years, we may have a plot plan or survey of your property in our files. Contractor's workers' compensaton forms are also required at the time of application.
It's easy. Just fill out the correct application form and submit it to the Department of Planning and Development along with any required drawings. Applications and drawings are reviewed for completeness and conformance with codes. Applicants will be notified if any revisions are required.
Simple permits for projects with few drawings that require minimal review are usually issued within 5-days depending on the volume of applications. Larger, more complex projects involving review by multiple departments may take several weeks.
NO! Only work that does not require a permit or emergency repairs may proceed. Work conducted without a required permit is subject to a Stop Work Order, Notice of Violation and Double Permit Fees. Additionally removal of the work may be necessary to show compliance with the Building Code requirements.

The Town tries to be somewhat flexible and work with people who are making a good faith attempt at addressing violations. On a case-by-case basis, compliance deadlines may be extended to accommodate those trying to address the violations. If a property owner fails to address the violations within the given timeframe, the owner will be prosecuted and/or the Town may send a contractor to the property to correct the violation.

Yes, we offer American Red Cross swimming lessons, beginning at age 5, at our 4 outdoor pools in the summer. There is advance registration and lessons are offered to Salina residents only. Please call the parks office at 451-8110 for details.
There is a fee for non-residents: $2 for Adults and $1 for under age 18. Town of Salina residents are free but residents need to apply for a laminated swimming pass at the pool site.

Clerk's Office
A New York State marriage license can be obtained from the Town Clerk's Office and is issued Monday through Friday from 9:00am - 4pm. The license is valid for 60 days and it must be issued 24 hours prior to getting married. Both parties must appear in person and provide appropriate documentation to establish proof of age and identity. An applicant must present one of the following age related documents: Birth Certificate, Baptismal record or Naturalization record AND one of the following identity related documents: Driver's License, Passport, Employment picture ID, Immigration record. If this is not the first marriage, applicants must present certified documents of the dissolution of the previous marriage [i.e. - final judgment of divorce decree (date stamped and sealed by the court clerk) or death certificate]. The cost of the license is $40.00, payable by cash or check. Please call for an appointment. We do take same day appointments.
Marriage Transcripts and certified copies of marriages filed with the Town of Salina are available at a cost of $10.00. Proper proof of identity must be presented to acquire a copy.

Our office is designated as an agent of the U.S. Department of State for processing new U.S. Passport applications. Our office can supply all related forms or they may be down loaded from the U.S. Department of State's website. http://www.travel.state.gov/passport/index.html Please refer to the U.S. Department of State's website for all questions or information pertaining to passports, passport cards and travel. Two passport photographs as well as an original birth certificate with a raised seal and both parents' names showing on the certificate are required to process the application. Please refer to the website for additional required documents if applicable. Our office does not take passport pictures. Passport applications are processed by appointment Monday through Friday 9:00am to 3:30pm.
Handicap permits are issued in the Town in which you currently reside. Applications are available in our office and should be completed by a Doctor and the person requesting the permit. Completed applications are processed with a valid driver license or appropriate identification. There is no fee.
Hunting and Fishing licenses are available for purchase in our office. Annual hunting licenses and privileges are valid from September 1 through August 31 each year. Fishing Licenses are valid for one full year (365 days) from the date of purchase. Please provide a driver's license, last year's license or a valid form of identification. A fishing license is required for anyone over the age of sixteen years of age. For additional information, please visit www.dec.ny.gov.
All dogs four months or older must be licensed in the town in which they reside. The license is renewed annually. Proof of current rabies in the form of a rabies certificate is required to license any dog. Proof of spay or neutering is also required to take advantage of a reduction in the licensing fee. Please notify our office if you no longer have the dog so we may update our records.

Highway Department
The Town of Salina contracts with Superior Waste Removal an independent trash contractor, for weekly pickup of household garbage, recyclables and yard waste.
Superior Waste Removal will pick up white goods and bulky materials. Please place them out at the curbside the night before your scheduled trash day. If you have any questions please call the Supervisor's Office at (315)457-6661.
Excluded items can be taken to Ley Creek Transfer Station located on Seventh North Street. For additional information please contact OCRRA at 453-2870.

The Town of Salina contracts with Superior Waste to pick up yard waste including leaves left in open containers from March 15th to December 15th. Beginning around the first week in November, the Highway Department picks up leaves raked to the edge of the road, they continue until the winter weather begins at which time they turn their attention to plowing.

STAR Program
STAR is the New York State School Tax Relief program that provides an exemption on a portion of school property taxes for owner-occupied, primary residences. There are two types of STAR exemptions: Enhanced and Basic.
The Enhanced STAR exemption is available to senior citizens whose prior year Adjusted Gross incomes minus taxable amount (of total IRA distributions) do not exceed the amount set by New Yrok State for the current year's Assessment Roll. The Enhanced Star exemption requires an annual filing with the assessor's office. You must apply or re-apply by March 1, in order to receive exemption on the current years School Tax Bill.
The Basic STAR exemption is available to all other persons regardless of age. The Basic Star requires a one-time only application as long as the ownership circumstances do not change.

For example, four home owners purchased homes in Salina for $100,000 in 2002. Over the years, the value of real estate has changed. House "A" may now sell for $80,000, house "B" may still sell for $100,000, house "C" may now sell for $120,000 and house "D" may now sell for $160,000.
